On 10 19, at the opening ceremony of the 2026 Financial Street Forum Annual Meeting, Ding Xiangqun, Director of the National Financial Regulatory Administration, stated that efforts should be intensified to promote the transformation and upgrading of China's banking and insurance industries.
First, continuously optimize the institutional landscape. China's financial sector has a comprehensive range of institutions; the key is to pursue differentiated development and complementary strengths. Financial regulators will refine differentiated assessment and evaluation systems to guide institutions on where to focus and where to step back. Under the principles of ensuring basic services, leveraging existing capacity, and maintaining moderate competition, we will advance the reduction and quality improvement of smaller institutions based on local conditions, better adapting to shifts in financial supply and demand dynamics.
Second, vigorously standardize market order. Unordered competition is persistent and recurring, requiring sustained focus and effort. In particular, we must correct misconceptions and address problematic behaviors, urging institutions to move beyond a fixation on scale, rigorously govern non-compliant marketing practices, and severely crack down on financial "black and gray" industries. This will effectively establish clear competitive boundaries and enforce operational rules.
Third, continuously enhance the adaptability of financial services. In the first three quarters of this year, the banking sector provided over 20 trillion yuan in new financing support to the real economy, while insurance payouts reached nearly 2 trillion yuan. Banks have effectively served as the primary channel for financing, and insurance has played a crucial role in risk protection. We actively supported the development of new quality productive forces, helped advance manufacturing grow stronger and better, expanded service sector capacity and quality, and fostered new growth drivers. Financial support was strengthened for infrastructure projects such as the "Six Networks," leveraging major engineering projects as key drivers. Insurance services were optimized to better meet protection needs. In response to challenges like climate change and frequent natural disasters, we improved the disaster insurance framework. Aligned with international trade trends, shipping insurance underwriting capacity was enhanced. A wider range of pension and health insurance products were developed to address diverse public needs and advance China's Healthy Nation initiative.
