Recently, the National Financial Regulatory Administration and the Ministry of Science and Technology jointly convened a progress meeting on tech insurance. The meeting outlined several key requirements for future development: focus on national major science and technology initiatives and tech SMEs to expand coverage; promote tech insurance into industrial parks, incubators, and high-tech zones; and optimize insurance products across the entire innovation chain—from R&D and pilot testing to commercialization and first-use applications. Risk assessment, monitoring, early warning systems, and hazard inspections should be integrated directly into corporate innovation processes.
The meeting noted that in recent years, with coordinated efforts from departments, regions, and insurance providers, tech insurance has evolved from pilot initiatives to a systematic approach. Business volume has grown rapidly, and coverage has continuously expanded. From 1 to 8 of 2026, tech insurance provided risk protection amounting to 8.7 trillion yuan for tech activities, representing a year-over-year increase of 66.9%.
The meeting also required insurance companies to strengthen their internal capabilities in policy, products, teams, talent, and performance evaluation; accumulate technology risk data; and improve actuarial pricing. Insurance funds should invest early, support small enterprises, commit to long-term investments, and back hard-tech sectors through bonds, funds, equity, and asset securitization. Financial regulatory, science and technology, industry and information, finance, and intellectual property departments must enhance coordination to balance innovation support with capital safety management and foster a favorable development environment.
