National Financial Regulatory Administration and Ministry of Commerce Issue "Notice on Strengthening Collaboration Between Commerce and Insurance to Ensure Domestic Trade Insurance"

To fully implement the decisions and部署 of the Party Central Committee and the State Council, deepen collaboration between commerce and insurance, and effectively leverage domestic trade credit insurance (hereinafter referred to as "domestic credit insurance"), the National Financial Regulatory Administration and the Ministry of Commerce jointly issued the "Notice on Strengthening Collaboration Between Commerce and Insurance and Ensuring Effective Implementation of Domestic Credit Insurance" (hereinafter referred to as the "Notice").

The Notice contains three sections.

First, establish overall requirements. Mobilize collaboration between the commerce sector and the insurance industry to steadily and orderly advance domestic trade insurance development. Support Beijing, Jiangsu, Fujian, Hunan, Guangdong, Sichuan, Ningbo, and Shenzhen in deepening their exploration of domestic trade insurance practices. Encourage other regions with the capacity and willingness to expand coverage and increase limits by adapting initiatives to their local conditions.

Second, clarify nine key tasks: precisely expand the potential customer base, support the needs of emerging and SME entities, improve guarantee capacity supply, fully leverage the role of co-insurance pools, promote credit data sharing, strengthen business risk prevention and control, establish industry collaboration mechanisms, enhance supervision of domestic trade insurance, and increase promotional efforts.

Third, strengthen organizational safeguards. This includes local leadership and coordination of existing funding channels, exploring policy support measures, and timely tracking and summarizing progress.

The Notice supports the exploration of effective practices for domestic trade insurance tailored to local conditions, strengthens regulatory oversight, mitigates risks, and promotes the steady expansion of coverage scale and scope. In the next steps, the National Financial Regulatory Administration and the Ministry of Commerce will ensure proper implementation of the Notice, closely monitor its effectiveness across regions, and further leverage domestic trade insurance to boost domestic demand and accelerate integrated development of domestic and foreign trade.

Commercial departments of provinces, autonomous regions, municipalities directly under the Central Government, and cities with independent planning status; Xinjiang Production and Construction Corps; financial regulatory bureaus; and property insurance companies:

To implement the decisions and deployments of the CPC Central Committee and the State Council, deepen collaboration between commerce and insurance, fully leverage the role of domestic trade credit insurance (hereinafter referred to as "domestic insurance"), and actively support the strategy of expanding domestic demand, the following notice is issued:

I. General Requirements

(I) Guiding Principles

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China and its subsequent plenary sessions. Mobilize joint efforts from the commerce sector and the insurance industry to address bottlenecks in domestic trade insurance supply and demand, as well as in policy and market alignment. Balance development promotion with risk prevention, and steadily expand the coverage and scale of domestic trade insurance. Make positive contributions to expanding domestic demand and accelerating the integration of domestic and foreign trade.

(II) Implementation Roadmap

Support provinces and cities with strong foundations, high potential, and willingness to deepen practical exploration and summarize effective, locally adapted practices. This includes Beijing (eastern region), Jiangsu, Fujian, Guangdong, and the planned single-list cities of Ningbo and Shenzhen in the eastern region, as well as Hunan and Sichuan in the central and western regions. Encourage more qualified and willing provinces and cities to expand coverage and increase limits of domestic trade insurance based on their specific conditions.

II. Key Tasks

(1) Precisely expand potential customers. Encourage local commerce authorities to share high-quality domestic and foreign trade enterprise lists with insurance providers, enabling them to offer domestic trade insurance services to eligible enterprises on these lists. Additionally, encourage insurers to leverage industry leaders and key enterprises to implement chain-wide coverage, embedding domestic trade insurance throughout the entire lifecycle of priority industrial chains.

(II) Support emerging and small-to-medium enterprises. Encourage insurers to tailor underwriting criteria, risk assessment standards, and differentiated coverage solutions to the unique characteristics of new sectors and business models. Precisely support the development of new scenarios such as service trade, digital trade, and green trade. Increase resource allocation for domestic cargo insurance to facilitate the smooth flow of goods and services. Under overall risk control, optimize the application process and strengthen insurance protection mechanisms for SMEs.

(3) Strengthen insurance capacity supply. Encourage insurers to solidify the foundation of domestic trade insurance, build specialized teams, enhance risk management, data analytics, and system capabilities, and ensure adequate underwriting resources. Foster collaboration between policy-backed and commercial insurers to provide integrated risk protection services for enterprises operating in both domestic and international markets. Encourage reinsurers to deepen research on domestic trade insurance, strengthen business coordination with direct insurers, and increase reinsurance support for such activities. Guide insurers to improve supporting service systems and assist insured enterprises in strengthening credit risk management. Promote sharing of best practices across the industry in underwriting, risk management, claims handling, and recovery to elevate professional operational standards throughout the sector.

(4) Fully leverage the role of the co-insurance consortium. Improve the operational mechanism for domestic trade risk co-insurance to strengthen insurers' willingness to underwrite. Accelerate the development of a co-insurance information service platform to optimize online application submission, limit assessment, and claims coordination processes, thereby enhancing service efficiency. For large-scale credit needs in emerging industries such as semiconductors, computing power, and new energy vehicles, explore supporting them through industry-wide co-insurance efforts.

(5) Promote credit data sharing. Implement multiple measures to address information asymmetry in the domestic trade insurance market and mitigate adverse selection and moral hazard. Encourage relevant departments to strengthen the collection and shared application of commercial credit information, and orderly provide insurers with access to public enterprise credit data, ensuring compliance, security, and risk control. Insurers are encouraged to integrate multi-dimensional data on counterparties—including corporate creditworthiness, litigation records, and industry operations—and leverage big data models to accurately assess enterprises' repayment capacity and willingness to fulfill obligations.

(6) Strengthen business risk control. Insurance companies must enhance risk management and improve underwriting and claims settlement procedures for domestic trade insurance. Establish reasonable underwriting eligibility criteria, conduct strict credit assessments of insured parties and their trading counterparts in accordance with the law, and only issue policies when the underlying trade is verified as genuine and credit information is fully obtained. Implement risk control responsibilities for domestic trade insurance, strengthen monitoring, early warning, and prevention capabilities in key areas, and strictly prevent fraud such as using false trade to file fraudulent claims.

(7) Establish industry collaboration mechanisms. Support insurance industry organizations in creating shared mechanisms for domestic insurance fraud risk leads and warnings regarding major dishonest trading entities. Strengthen collaborative frameworks among government agencies, industry bodies, and insurers, and increase joint prevention and disciplinary actions against dishonest enterprises in accordance with the law. Implement an industry-wide information sharing and warning mechanism for cumulative risk exposure of single obligors and their affiliates to mitigate risks from excessive industry credit concentration.

(8) Strengthen supervision of domestic trade insurance. Financial regulatory bureaus, particularly those in provinces and cities actively advancing domestic trade insurance pilot practices, shall enhance oversight of domestic trade insurance operations, refine risk monitoring indicators and mechanisms, and fulfill regulatory responsibilities effectively by clarifying roles, establishing contingency plans, and ensuring accountability to identify and address emerging risks promptly. Regular business inspections must be conducted, complaints and reports thoroughly investigated and resolved, and illegal or non-compliant activities in the insurance market strictly penalized.

(9) Strengthen promotion and outreach. Leverage local public service platforms, industrial parks, and exhibition events to promote domestic trade insurance through policy briefings, industry seminars, and corporate training programs. Collaborate with local commerce authorities and insurers to establish a "Domestic Trade Insurance Case Study Library," compiling practical examples covering underwriting services, risk management, and efficient claims processing. Dynamically update the library and publish it regularly via public service platforms for broad public access.

3. Organizational Assurance

(1) Strengthen organizational leadership. Establish and improve a coordinated mechanism involving government guidance, institutional collaboration, and enterprise participation. Conduct regular consultations to enhance communication and coordination, fostering greater synergy. Encourage localities to develop tailored supporting measures and detailed action plans based on their specific circumstances to ensure effective implementation of all initiatives.

(2) Advance policy support. Coordinate existing funding channels and leverage mechanisms such as government-bank-insurance cooperation to guide integrated domestic and foreign trade enterprises in using domestic trade insurance to mitigate trade risks. Encourage localities to effectively utilize domestic trade insurance tools. Support regions with favorable conditions to develop targeted policies for key sectors, providing premium subsidies for enterprises purchasing domestic trade insurance. Local authorities shall also support insurance institutions in conducting lawful and compliant recovery actions for domestic trade insurance claims.

(3) Strengthen tracking and summarization. Enhance statistical monitoring and analysis of domestic trade insurance. Local commerce authorities and financial regulatory bureaus must timely evaluate implementation effectiveness, summarize key progress, identify challenges, and document best practices, then report to the Ministry of Commerce (Finance Department) and the National Financial Regulatory Administration (Property Insurance Department).
