Beijing Life Insurance Industry Unveils Series of Initiatives on Pension Finance

On 2026年10月13日, the press conference on pension financial services initiatives for the Beijing personal insurance industry was held at the Taikang Insurance Group Building. The event was guided by the Beijing Financial Regulatory Bureau, the Beijing Civil Affairs Bureau, and the Beijing Municipal Committee for Financial Work, and co-organized by the Beijing Insurance Industry Association and the Beijing Insurance Society. Under the theme "Deepening Commercial Pension Insurance and Co-Creating a New Silver Landscape for the Capital," the conference showcased the practical achievements and initiatives of the personal insurance industry in pension finance.

In recent years, Beijing has experienced a deepening aging population. As of the end of 2025, the city's permanent resident population aged 60 and older exceeded 500 million; the dependency ratio for those aged 65 and older rose from 10.7% in 2011 to 24.08% in 2025, surpassing the national average during the same period. The Beijing Financial Regulatory Bureau, in collaboration with relevant departments, issued the "Guidance on Promoting High-Quality Development of Pension Finance in Beijing," outlining 20 measures.

At the press conference, officials from the Beijing Financial Regulatory Administration highlighted that in recent years, Beijing's life insurance sector has consistently applied "first-class standards" to deepen its focus on pension finance and accelerate the development of a multi-layered pension security system. As of the end of 6 in 2026, commercial annuity insurance has provided pension coverage for 310.2 million people with premiums exceeding 600 billion yuan; personal pension funds in Beijing rank among the highest nationwide in both total scale and per-capita contribution; meanwhile, credit support for the pension industry has more than doubled, with insurers actively participating in the construction and operation of senior living communities, while comprehensive liability insurance for elderly care institutions continues to be optimized and upgraded.

A responsible official from the Beijing Municipal Civil Affairs Bureau stated that commercial insurance is a key supplement to the basic elderly care service system. The civil affairs department will deepen collaboration with the insurance industry to ensure efficient integration of commercial insurance with basic elderly care services, focusing on critical areas such as disability care, community-based and home-based elderly care, and senior meal assistance. These efforts aim to strengthen the sense of gain, happiness, and security for Beijing's senior citizens.

At the meeting, the Beijing Insurance Association released industry achievements and initiatives in pension finance practice, systematically reviewing progress in product system construction, service model innovation, and age-friendly adaptations. The Beijing Insurance Society also published research findings on pension needs in Beijing. The survey identified age 50 as a psychological turning point for residents' pension planning—this group demonstrates stronger planning intent and higher payment capacity. The findings recommend that the industry advance its service front-end, equally prioritize pre-retirement populations, and provide decision-making support for precisely aligning with residents' pension needs. The released achievements and initiatives primarily focus on three areas.

First, enrich product offerings by building a comprehensive lifecycle pension financial product matrix. Exclusive commercial pension insurance, pension annuities, personal pension plans, and commercial pension products are advancing together with continuous iteration. For groups traditionally underserved by commercial insurance—such as the elderly, individuals with chronic conditions, those with pre-existing health issues, and persons with disabilities—the industry has introduced differentiated exclusive products including immediate-annuity insurance, single-disease-specific coverage, and sub-standard body protection, further expanding the scope of insurance coverage.

Second, innovate service models to build an "insurance + health and elderly care" ecosystem. The industry leverages the long-term advantages of insurance capital to accelerate the layout of senior living communities, promote deep integration between medical services and elderly care, and facilitate standardized resource matching for senior communities. This provides Beijing's seniors with full-cycle services ranging from independent living to professional nursing and memory care. By leveraging smart devices and technology, we bridge the "last mile" of elderly care services, bringing professional care directly into homes. Additionally, we drive cross-regional coordination of health and elderly care resources to meet the diverse travel and vacation-style aging needs of active seniors.

Third, extend inclusive financial services and strengthen the social safety net. The industry is actively engaged in urban inclusive finance and government-insurance projects, deeply involved in building long-term care insurance systems, and continuously upgrading commercial nursing insurance products to provide dual protection of economic compensation and caregiving services for disabled families. Focusing on comprehensive support for families with only one child who has passed away, we have launched exclusive accident insurance for seniors, replacing direct fiscal subsidies with market-based risk protection to precisely deliver insurance support to those most in need.

At the event, five life insurance companies delivered sequential presentations covering topics such as the construction and operation of retirement communities, home-based elderly care service systems, differentiated product matrices for pension finance, inclusive commercial long-term care insurance coverage, and the development of community-embedded home care demonstration showrooms. These sessions showcased the industry's exploration paths across various specialized segments.

Next, under the guidance of the Beijing Financial Regulatory Bureau, the Beijing Insurance Association will lead the industry to uphold its commitment to serving people through insurance. Building on the outcomes of this launch, it will focus on advancing pension finance. From a single policy to a comprehensive solution, from benefit payments to end-to-end support, Beijing's life insurance sector will advance the "Financial Protection for Silver-Clad Peace of Mind" brand vision. Leveraging insurance's professional and stable strengths, we will safeguard retirement assets and enhance pension service delivery, ensuring Beijing's seniors enjoy a more secure and fulfilling later life—helping realize the goals of reliable retirement income, peace of mind, and happiness in old age.
